You can collapse 1 and 2 together; using the wordpress "pages" feature to run the site means you only have to design one template, but ditto. You can learn basic PHP in 2-3 hours flat, no jokes. If you already know OOD via Java or Javascript you can cut that down to 60-90 mins. Number 4 is going to take you months, methinks. Especially if you don't get much time to yourself.
